ABSTRACT:
Most of the liberty arguments about radio and television area intensify on the existence of the independent regulatory bodies and their legality in this area. General opinions around the current arguments are about the applications and punishments of the related board that is claimed as antidemocratic and restrictive on the freedom of communication. We have discussed independent regulatory bodies which are appeared after 1980s with the neo-liberal process and its place in the radio and television broadcasting. At the result of the study, because of the neo-liberal policies after the 1980s, and personalize enterprises and deregulation in the communication area, government also receded from audiovisual area, like from the lots of sectors and the area which was empty by the government, get filled up by independent regulatory bodies. Also, it was another result that in the western countries like U.S.A., England, French, Italy and Netherlands, some committees which have similar duties and authorities like RTÜK are active.
