ABSTRACT:
This article examines significant research efforts which sought to understand the lessons of nation-building from historic cases and which asked whether those lessons apply to Iraq. It then considers the lessons of postwar Germany and Japan and the experience of post-Cold War Russia. Finally, the essay seeks to identify the factors that will determine whether Iraq becomes a rare success story, or joins the ranks of at-risk or failing states.
