ABSTRACT:
The anti-corruption industry in Eastern Europe so far has focused on ineffective and often deleterious awareness raising instead of important capacity building. If the anti-corruption industry is serious about actually reducing corruption, it will have to stop organising anti-corruption “shows” and dig its heels into difficult and highly specialised work.
