ABSTRACT:
This article argues that quality isn’t free in the CEE. Policy stability and most importantly institutional arrangements need to be in place before CEE countries can successfully export to EU and world markets. By reviewing several recently published books on transition, I will argue that exchange rate policy can help provide some stability, as can trade policy. However, the creation of viable industrial networks remains perhaps the biggest priority and challenge for the CEE countries. The understanding of these networks, moreover, represents a new focus in the transition literature -- away from moving resources from the state to the private sector and toward understanding how to make the private sector internationally competitive.
