ABSTRACT:
While there has been much written about the diffusion of policy lessons, few studies have attempted to look at such diffusion on particular projects. The diffusion of anti-corruption policy and practices shows concretely the mechanisms and agencies responsible for cross-national policy learning and implementation. In the “first wave” of anti-corruption activity, anti-corruption policies and projects focused on “awareness raising” through action plans and guidelines which were narrow in focus. The second wave of anti-corruption policy is becoming increasing based on knowledge management. Such knowledge management aims at the strategic creation and distribution of tacit and codified anti-corruption knowledge. Yet, such knowledge management could be improved to promote effectiveness of anti-corruption knowledge and policy diffusion. This paper will discuss a model for addressing a meso-level analysis between organisation-led and institution-led perspectives of policy diffusion.
