ABSTRACT:
The study shows the socio-liberal preconditions of a human-capital oriented accession strategy for the countries of the region, and compares the chances of such a strategy with the predictable results of the present, ongoing "dependent" development model. Migration is debated in the larger context of transnational integration and national disintegration; the study is based on macro-quantitative comparisons in the general framework of world systems research along the traditions of Volker Bornschier, Andre Gunder Frank and Samir Amin.
